89 Civic hatch CEL?

Ok, first, about the car, its a bone stock D15 with approx 140k, and minor bolt ons, like CAI, headers, and cat-back.
I've printed the CEL list off of honda-tech, but can't figure out how to get the CEL to flash, to indicate the number of the problem, isn't there just a empty socket on the fuse box that activates the diagnostic mode? Someone help plz!
The CEL only comes on when i let off the gas to decel, but then stays on until I shut off the car. If I push in the clutch and strictly use the brake to decel, no CEL.
Any progressive input is greatly appreciated. Thanks, DaveyG

Ok, looks like I got it figured out. There's a light on the ecu that flashes, ecu is under carpet on pass. side. I was thinking OBD1, but its OBD0

Looks like a code 17... Vehicle Speed Sensor. How much u want for the coils and struts? Cuz I is super broke. Any tips on changing the VSS?

usually it is a broken speedo cable or the cable came out of the VSS unit...is your speedo working?

Well the speedo isn't really connected to the cluster, as I'm using the speedo from my original cluster, which doesn't quite fit in the new cluster. So i guess that may be causing it... Just for clarification, the tach drops when sitting at a light, like drops to 0 rpm, but the engine is still going, just says its not, is this problem related?

get everything hooked back up properly and see where you are at, my speedo cable sometimes gets loose which causes the tach to bounce. make sure the cable is in the VSS nice and tight cuz that might be all the idle problem is.
