First off the bike you posted is a new Harley made into a bobber haha
This is an example of what early motorcycles look like.

Learning about either style is just like anything else and requires reading into it.
The little bit of info I can tell you about bobbers is they have one basic rule, simplicity. We are talking remove rear suspension and weld on a rigid tail to the frame. Many install springer front ends which are a very crude suspension technology. Strip the front fender, blinkers, mirrors, and sometimes the front brake. Chop up the rear fender and sometimes remove it. Switch it over to a suicide shifter and make it kick start only.
What you end up with is a very raw and crude motorcycle that is rough to ride and can be pretty dangerous if it's your first motorcycle. Once you get over the danger of it then you have an awesome bike that takes you back to the days of earlier motorcycles and you truly are connected to your bike. There are tons of different bobbers out there and many different degrees of how much is done to the bikes. Just like everything else what you build is your interpretation and what you want.
The coolest bike to build imo is a harley but they are expensive generally, get terrible mileage, and are unfavorable when it comes to reliability. A lot of people see those downfalls as enough reason to not bother and have found jap bikes to turn into bobbers.
People take these

and make these

If you want to learn more technical information I suggest searching forums unless someone on here has built a bobber and has info.

well thanks. i didnt even know what they were called. So i've been looking up stuff about cafe racers and bobbers, and I'm finding most the traditional cafe bikes like the cb400's pretty cheap around this area and so im getting excited to get my hands on one. But i still dont know alot about them. theres only so much reading can provide. So has anyone had experience with these? or know of any local groups around here? also does anyone has any favorite forums they would point me to?

Another guy that builds some gnarls bikes --> Jason Jessee. Used to skate for santa cruz back in the day now he builds bikes. frisco style low tunnels high tanks.. soo sick. Just look up 'The Sinners' all the guys in that club have legit builds.
